Anonymous restrictions grow

Since people think it's cute to post spam and "test" comments and issues, I have turned off the ability to post such to the site anonymously. Each time an issue is posted to a project, I get an e-mail, I'm tired of e-mails that are for an issue with the only thing in it being "test" or some derivative thereof.

The spam problem means I spend more time policing the forums and the portal site then I do working on hclTicket or the forthcoming 2.1.4 (or even 3.0.0) which means everyone gets to wait longer for these releases. I take bugs and feature requests very seriously, and since I'm the only developer that is currently active, as well as the only moderator, it really eats into my time.

In the future spam and "test" posts will result in that persons being blocked, both by IP and e-mail. In addition in the case of spam, I'll be filing abuse reports. We have nice forums, friendly people, and folks that really don't want to dig through a bunch of junk. This is precisely why I refuse to use the sourceforge issue tracker and forums, because they provide no recourse for these events. Thus this site, these forums, and this portal.

To everyone else, thank you so much for your support and ideas, they help keep me working on all this, in addition to my other workload, to those that help out or have helped out, thank you very much, from all of us!

At this point, I'm considering dropping any devel who has not been active in the past two weeks back to normal permissions. I had hoped that this wouldn't be a lone wolf project, however it appears that people are burning out rather quickly (this is a huge program, and I understand it can be overwhelming). While I appreciate everything they have done, and understand that other things get in the way of helping, it makes it hard when I'm waiting for someone to complete a task, and have not seen hide nor hair of them in a month.
